Are they only hostile to empires with borders touching them? Are they only hostile to specifically-chosen races? I can't find any specifics on how this is intended to work online - just that they wake up and attack people. They are neutral, and their fleets have not made any attempt to move from their home world. The ancient caretakers empire awoke and went into Rampaging Machines mode as a result. Never seen so many that close together before. Three of the hubs appeared in the same 10 star area of the 1000 star map.
